Producers Cluster
This cluster is made up of dairy farmers who are members of the grassroots dairy primary cooperatives. At least three or more primary cooperative unite to form one district dairy cooperative union, as by established by law in Rwanda. Thereafter, the district Unions come together to form the National Dairy Farmers Federation (NDFF). So far, 16 district dairy cooperatives are in place and RNDP is still in the process of establishing the remaining 14.. Cluster Committees are formed at District. Provincial and National levels. In addition, at each of these levels, RNDP deploys Coordinators.
Processors Cluster
The Processors cluster is composed of individual entrepreneurs, cottage processors, companies as well as corporate entities that are involved in processing of milk into varies dairy products. There are large scale industrial milk processing plants as well as small scale (SME’s) milk processing units. The cluster has its leadership structure at national level, and brings together all processors irrespective of the level and magnitude of processing.
Service Providers Cluster
This cluster of made up of individuals companies and cooperatives involved into various activities that enhance dairy production and value chain business. It has a leadership structure at both provincial and national levels. The cluster is divided into varies sub clusters according to the service provided. The sub cluster includes the following;
a) Animal feed manufactures Sub-Cluster. It includes large and small scale manufacturers and suppliers
b) pEquipment/input suppliers’ Sub-Cluster. It is made up of companies or individuals who operate stores/shops for the supply of various dairy industry related equipments and inputs, including veterinary, drugs and equipment.
c) pAnimal care and breading Sub-Cluster It is comprised by individual veterinary technicians and companies involved in diagnostics, treatment and/or breeding of dairy cattle.
Milk Sellers and Transporters Cluster
This cluster is composed of individuals, registered companies and cooperatives involved in selling of milk and dairy products. It is the value chain segment that provides market outlets internally for all dairy products produced in Rwanda. Most of the members in this cluster are women and youth operating small scale milk zones/kiosks and milk dispensers.
Milk Consumer
This membership of this cluster is taken up by the Rwanda Consumer’s Rights Protection Organization (ADECOR), a Civil Society Organisation established in 2008 with a Legal personality since 2009. Its establishment is based on the fundamental principles of Consumer rights. Since its creation, ADECOR has built networks and partnership with other organizations, including RNDP at the national level. It is also a full member of Consumer International since 2013 and member of the Africa Consumers dialogue since 2012.
